Early this year, we saw BSNL claim that private telcos have been illegally adding 3G roaming subscribers. It had approached The Telecom Disputes Settlement and Appellate Tribunal (TDSAT) with claims that operators Bharti Airtel, Idea, Tata and Aircel are offering 3G services by misrepresenting people and with illegal arrangements/agreements. Bharat Sanchar Nigam Limited (BSNL) is now set to sue 25,000 customers for outstanding dues worth Rs 18 crore in Indore district over the last one decade, reports Daily Bhaskar.

BSNL is expected to recover a massive amount of Rs 11 crore for lease lines. Out of this, the sum from private telecom players account to Rs 6 crore while the remaining Rs 7 crore is due from customers who have used landline, WLL and cell phone services, as per a senior BSNL official. The year 2011-2012 (financial year) saw the company recover Rs 42 crore out of the total sum of Rs. 60 crore. More than 20,000 BSNL customers, inclusive of hundreds of government connections have been defaulters since 1990-95.
BSNL Indore has been making several efforts at recovering dues in the last year. It even put forth a team of 30 members who went around asking defaulters to pay them. Reportedly, the older recoveries for the financial year 2010-11 were Rs 32.88 crore. On the other hand, the company has been pressurizing the private telecom companies to pay the impending dues soon. Late last year, BSNL had decided to lock private telcos like Bharti Airtel, Vodafone, Idea Cellular, among others in Haryana over pending dues. TRAI had stepped in asking BSNL to resume the services instantly and also put forth a compliance report. However, BSNL responded with a three page letter requesting TRAI to withdraw the statement as the agreement between BSNL and the private telecos (on non payment of carriage charges) justifies its discontinuation of services.
BSNL’s Indore circle was positive of recovering a larger sum in the last fiscal year 2011-12 compared to the previous year.
