Last year, when the Telecom Regulatory Authority of India made their rule of limiting the number of SMSes being sent each day to 100 per day/SIM, first; and then, to 200; it did make an exception for certain 'Blackout days', wherein the 200 SMS cap would be off and users will be charged the original base tariffs. Now, TRAI have made the list of such Blackout days in 2012, public. The list includes details like the name of the circle: Mumbai, Maharashtra, Karnataka, et al; the service provider: Bharti Airtel, Vodafone, Idea Cellular, among others. Additionally, the list also specifies the services, which will be affected by the new rule – SMS, Voice, GSM services, for example.

Idea Cellular users in the Mumbai circle will have the following days, as Blackout days – New Year (1st January), New Year Eve (31st December), Holi (8th March), Valentine's Day (14th February), Diwali (13th November), while Idea Cellular users in Maharashtra circle will have the following days, as Blackout days – New Year Eve (31st December), New Year (1st January), Diwali Eve (12th November), Diwali (13th November), Friendship Day (5th August). Bharti Airtel users in the Mumbai circle will have the following days, as Blackout days for SMS & Voice services – Friendship day, Dussehra, Diwali Eve, Diwali, New Year’s Eve, while Bharti Airtel users in the Maharashtra circle will have the following days, as Blackout days for SMS & Voice services  – Friendship day, Dussehra, Diwali Eve, Diwali, New Year’s Eve,New Year.
